While this guide does not provide a toolbox of all potential political economy factors and strategies related to health financing reform, it offers a structured process for identifying stakeholders, understanding their power dynamics, interests, and positions, as well as the institutions influencing the negotiation process and contextual and economic factors. By incorporating political economy analysis, this guide aims to facilitate a more strategic approach to reform, increasing the likelihood of effective design, adoption, implementation, and progress towards Universal Health Coverage (UHC).
