Treasury Official Urges Support for Ukraine’s Defense Against Russia, Addressing Reform Efforts and Corruption

Brent Neiman, the deputy undersecretary for international finance at the US Treasury, emphasized the importance of supporting Ukraine’s defense against Russia’s attacks, even in the absence of reform efforts. This was while speaking to the Atlantic Council thinktank recently. In his speech, Mr. Neiman outlined the anti-corruption measures taken by Ukraine so far, such as requiring public office holders to report their asset holdings and ensuring the independence of Ukraine’s special anti-corruption prosecutor’s office. He also highlighted the need for reforms to address conflicts of interest and corruption.

The European Union and NATO have set criteria for Ukraine to fulfill regarding anti-graft measures before it can join these blocs. Mr. Neiman acknowledged that budget assistance from the US, Europe, and international financial institutions is crucial in assisting Ukraine in pursuing both defense and reform initiatives simultaneously. The US has provided approximately $175 billion to Ukraine since 2014, according to the Council on Foreign Relations.

President Volodymyr Zelenskyy, who was elected on an anti-corruption platform in 2019, has been implementing measures to combat graft in his administration. Over the past two years, several top officials have been dismissed due to their involvement in corruption scandals, including Ivan Bakanov, former head of the State Security Service in July 2022. Changes in key positions within government have been made by Zelenskyy’s administration to address corruption issues more effectively.

Mr. Neiman also highlighted that despite facing significant challenges due to its ongoing conflict with Russia, Ukraine’s wartime economy has proven resilient during this time.

In conclusion, budget assistance from various sources is essential for Ukraine as it seeks both defense against Russian attacks and reform initiatives aimed at combating corruption and increasing transparency while becoming a NATO member.
