Massive fraud with European recovery funds uncovered in Italy

Recently, Italian police announced an operation aimed at combating fraud related to the collection and distribution of European funds in Italy. The network was allegedly taking advantage of EU pandemic recovery funds and home improvement programs launched by Italy with EU funding.

During the investigation, police seized apartments, mansions, gold, cryptocurrencies, watches, jewelry, and luxury cars obtained through fraudulent means. Some detainees were located in various places in Italy, Austria and Slovakia. However, some individuals involved in Romania are still being sought.

The operation has raised concerns about adequate controls to prevent fraud as Italy has faced longstanding challenges in managing European funds due to organized crime involvement. Despite receiving significant amounts of EU recovery funds already and more expected until 2026, fears persist that the influx of money and aid programs lack proper oversight.

One initiative targeted by authorities was the superbonus program that paid for renovations to enhance energy efficiency in homes. Suspects in this case allegedly used sophisticated fraud methods such as fictitious projects and front companies to obtain aid money.

The EPPO participated in the operation as part of its responsibility to investigate and prosecute crimes against the financial interests of the Union. A recent report by EPPO mentioned ongoing investigations totaling 19.2 billion euros in alleged fraud across Europe highlighting the importance of combating financial crimes within the European Union.
