Russia Refuses to Negotiate on Ukraine’s Terms, Cites Security Concerns as Reason for Skipping Conference

Russia is open to discussing “serious” peace proposals for Ukraine

Moscow is unwilling to negotiate with Ukraine on its own terms and has emphasized that Ukraine must commit to being a neutral country without military alliances with NATO or any other blocs. This condition has been a sticking point in previous negotiations between the two countries, and Russia’s stance remains unchanged despite Ukraine’s rejection of similar proposals in the past.

Furthermore, Russia has announced that it will not participate in the upcoming conference on Ukraine in Switzerland. Moscow also made it clear that it will not engage in any discussions related to President Zelensky’s proposed peace plan. According to Zakharova, Swiss authorities do not adequately address Russia’s security concerns, and Moscow is only willing to negotiate on terms that align with its own priorities.
